CDNM 2025 Symposium Christchurch

The Council of Deans of Nursing and Midwifery (Australia and New Zealand) (CDNM) was delighted to host the 2025 CDNM Symposium on 30–31 October in Ōtautahi Christchurch.

The event brought together more than 300 leading nursing and midwifery academics, researchers, and practitioners from across Australia and Aotearoa New Zealand, reflecting the strong and enduring partnership between the two nations. The symposium provided a vibrant platform for dialogue, collaboration, and shared learning across the sector.

Keynote speakers included distinguished figures such as Professor (Practice) Alison J McMillan PSM , Chief Nursing and Midwifery Officer of the Australian Government Department of Health, Disability and Ageing, Lorraine Hetaraka , Chief Nurse of the Ministry of Health New Zealand, Professor Suzanne Pitama , Dean of the University of Otago Medical School and Talei Jackson , Senior Lecturer in the new Master of Clinical Practice (Midwifery) Programme at the University of Waikato.

The two-day program featured diverse presentations exploring critical themes in nursing and midwifery education, research, and practice, including:

CDNM Launches International Partnership

Council of Deans of Nursing and Midwifery (Australia and New Zealand) Launches Partnerships with Council of Deans of Health UK and the Australian Council of Deans of Health Sciences

The Council of Deans of Nursing and Midwifery (Australia and New Zealand) is pleased to have signed a Memorandum of Understanding (MOU) with the Council of Deans of Health UK and the Australian Council of Deans of Health Sciences.

The MOU establishes a framework for collaboration and mutual support in the fields of healthcare education and research – across countries and disciplines. It reflects a shared recognition of the complex and dynamic environment currently facing both the higher education and health sectors. Universities across Australia, Aotearoa New Zealand, and the United Kingdom are contending with significant policy change, while health systems globally are grappling with workforce needs and other pressures. All of this is occurring within a shifting geopolitical landscape, rapid technological changes and a tight fiscal environment.

These are not isolated issues, and there is significant value in international collaboration to address common concerns and explore sustainable solutions to these areas of mutual interest. A key goal of the MOU is to build on the value of sharing knowledge and approaches across countries in the essential, though challenging, space of health professional education.

This agreement provides a foundation for deeper dialogue on matters such as funding models, workforce development, research priorities and regulation, affirming our shared commitment to innovation and excellence in healthcare education and research.

The partnership was formally launched on 12 May 2025 through an interactive event attended by members from all three Councils.

CDNM Research Week 2024

The Council of Deans of Nursing and Midwifery (CDNM) held their inaugural Research Week on 2-6 September 2024. CDNM Research Week, “Celebrating Nursing and Midwifery Research” showcased high quality and diverse nursing and midwifery research from across Australia and New Zealand, with a line-up of esteemed speakers.

This virtual week-long event consisted of webinars, masterclasses, movers and shakers discussion panel discussions and more. The program was tailored for Early-Mid Career Researchers (EMCRs) but provided valuable insights for all.

Presentations included:

Discussions regarding the state of research funding in Australia and New Zealand
Sharing practical advice on engaging with Aboriginal and Torres Strait Islander peoples in research
Building a high impact research portfolios which must be founded on authentic connections and engagement

Thank you to all presenters, panellists, workshop facilitators and Chairs for thought-provoking presentations and rich discussions.

We extend our gratitude to ANMCTN for their support in partnering with us for our Day 3 sessions. We look forward to furthering our collaboration in future projects.

New AUT-Southern Cross Scholarship Launched

Auckland University of Technology (AUT) and the Southern Cross Health Trust recently established a Southern Cross Nursing Scholarship, which offers unprecedented financial support for Nursing students.

Launched on 21 August 2024, the Southern Cross Health Trust will offer scholarships for AUT students undertaking Bachelor of Health Science (Nursing) and Master of Nursing Science courses in 2025. The Southern Cross Nursing Scholarships will provide exceptional support to nursing students, with 17 scholarships available for the 2025 academic year. The program also includes significant financial assistance for all first-year nursing students. The comprehensive support provided through this partnership will significantly alleviate the financial burdens often accompanying nursing studies.

AUT’s Heads of Nursing, Dr Jan Dewar and Dr Rachel Macdiarmid share that the scholarship program focuses on supporting students during their professional experience placements, which often is when students face the greatest financial challenges.

“Helping students is our priority and we know a huge pinch-point is the clinical placement aspect of the course, which is generally when finances are most stretched. Scholarship students will receive a $500 per week stipend during this time, which will significantly ease their financial burden," they elaborate.

The total package, valued at over $300,000, aims to alleviate the financial pressures for 17 successful applicants, providing a comprehensive package that includes stipends, fee contributions, and career development opportunities. All incoming 2025 nursing students will also get $300 for nursing uniforms and shoes as well as free flu vaccines, funded by Southern Cross Healthcare.

CDNM looks forward to seeing the positive outcomes of this collaboration and extends its best wishes to AUT, the Southern Cross Health Trust, and all the students who will benefit from this initiative.

The event united leading academics, researchers, and practitioners from Australia and New Zealand, facilitating valuable discussions and collaborations in the field of nursing and midwifery education and practice.

The celebration served as a testament to the CDNM's pivotal role in these critical healthcare fields.

About the Interviewee

Professor Donna Hartz

Donna Hartz is midwife and nurse with over 40 years’ experience as a clinician, educator, lecturer, manager, consultant and researcher. She identifies as a descendent of the Kamilaroi (Gomeroi) people. She is a newly appointed Professor of Midwifery at Western Sydney University and the inaugural Chair of Midwifery for Western Sydney Local Health District .

She holds adjunct positions at Charles Darwin University and the University of Newcastle and is Fellow of the Australian College of Midwives.

Donna has extensive experience in maternity care and service redesign, in particular caseload midwifery models of care and maternity service clinical governance. Her current major research projects include Birthing on Country projects, Aboriginal breastfeeding support, child protection education, and smoking cessation in pregnancy.

Associate Professor Gina Kruger is a member of the CDNM's Midwifery Advisory Group . She is a registered nurse-midwife who is Deputy Head of Programs for Nursing and Midwifery at Victoria University in Melbourne, Victoria. Her research projects broadly focus on how to best support nurse-midwives practising in busy hospital workplaces, and, evaluating midwifery and nursing students experiences of undergraduate education to improve their learning and understanding of being a nurse-midwife.

50 years of tertiary education for nurses in Aotearoa

1973-2023

On Wednesday 28 June 2023, the Council of Deans of Nursing and Midwifery (Australia and New Zealand) celebrated 50 years of tertiary education for nurses in Aotearoa in association with the Nursing Council of New Zealand and Nurse Education in the Tertiary Sector . We were delighted to commemorate this special occasion along with nurse leaders and associates across Aotearoa. The evening featured a series of presenters who addressed the history of nursing and lead up to the transition to the tertiary sector, as well as acknowledging the importance of Māori engagement and cultural safety.

Background

Following the Carpenter report in 1971, the nursing profession moved nurse training from hospitals to tertiary education providers, and New Zealand was one of the first countries to do so.

Why is it important?

Nursing is a profession with complex and diverse practice settings which represents over 50% of the regulated health workforce in New Zealand. Health is a rapidly changing sector in which nurses lead, co-ordinate and deliver care with the most up-to date clinical information, technology and processes. Nursing leaders are in every part and every level of the health sector, including service delivery, policy, education, research and management.

Nursing academics lead nursing research and education for improved and equitable health outcomes. Education programmes for nursing workforce development include enrolled nurse diplomas to pre-registration degrees (undergraduate and postgraduate) for registered nurses, and post-registration master’s education programmes including the nurse prescribing and nurse practitioner pathways and Doctoral programmes.

Nurse Practitioner training programmes are coordinated from tertiary education, ensuring that the profession is leading the way for health care into the future.

Our vision

It is time to change the societal perception of nurses to a recognition of their pivotal role as leaders and influencers within the health system. Nursing in Aotearoa has significantly evolved as a profession over the last 50 years in its contribution to the health system however this is not well understood by society and even sometimes within the health system.

There is a huge body of Aotearoa education and nursing research that already influences national and global understanding in way that is not widely appreciated and is underutilised.

A challenge for the nursing profession is find collective voice and to consistently be part of decision making for our health system. We will mark this event to celebrate our achievements with our nursing colleagues across the motu and wider society. We acknowledge that there is still work to be done to achieve equity for Māori and Pacific nurses and the communities we serve but we are ready to contribute and lead.

About the Presenters

Hon Dr Ayesha Verrall - Opening Address

Dr Ayesha Verrall is an infectious diseases doctor and Labour list MP from Wellington. She is passionate about preventing illness so that every New Zealander can enjoy good health and live a free and full life.

Ayesha grew up in Te Anau. She attended medical school at the University of Otago and worked as a junior doctor at Wellington Hospital. Ayesha completed her specialist training in Singapore and researched tuberculosis in Indonesia.

In 2019 Ayesha was elected to the Capital and Coast District Health Board on a Labour ticket. She is an expert on vaccines, tuberculosis and COVID-19. During the COVID-19 pandemic response, Ayesha was instrumental in efforts to improve New Zealand’s contact tracing.

Ayesha lives in Wellington with her partner Alice and their daughter

Trish Conradson, RN - History of nursing and lead up to the transition

Trish is a nurse educator at SIT/Te Pukenga.

She is a registered nurse and registered midwife. Trish has a BA, Graduate Certificate in Social Sciences, Post Graduate Diploma in Health Service Management, Master of Education (Adult).

Trish has an enduring interest in nursing education - past, present.

Professor Denise Wilson - Māori engagement and cultural safety

Professor Denise Wilson (Tainui, Ngāti Porou, Whakatōhea, Ngāti Oneone, Ngāti Tūwharetoa) is a Professor in Māori Health of Auckland University of Technology’s Taupua Waiora Māori Research Centre, and an Associate Dean Māori Advancement in the Faculty of Health & Environmental Sciences. Denise’s background as a registered nurses has led her to advocate for the improvement of health and social outcomes for whānau Māori. Her research focuses on violence within whānau (extended family networks), equitable health service engagement for Māori, cultural safety and responsiveness, and health workforce development. Her Marsden funded research project, E Tū Wāhine, E Tū Whānau – Māori women keeping safe in unsafe relationships, has contributed new perspectives to working with Māori women affected by violence.

Denise has recently been appointed to Te Pūkotahitanga – the Tangata Whenua Ministerial Advisory Group for Family Violence and Sexual Violence She has been elected as a Fellow of the College of Nurses Aotearoa (New Zealand), the American Academy of Nurses, and the Royal Society Te Āparangi for her contributions to research and policy related to Indigenous and Māori health, and whānau violence.

Dr Jane O’Malley, RN - Being a part of the first nursing group to transition

Jane started her nursing education at Christchurch polytechnic in 1973. Over the course of her career she has worked in surgical, medical and mental health settings as a staff nurse, charge nurse, tutor, researcher, advisor and manager

She holds a Bachelors degree from Massey University, a Masters degree from New York University and a PhD from Victoria University of Wellington.

Jane is a past president of the New Zealand Nurses Organisation, Director of Nursing and Midwifery WestCoast DHB, Chief Nurse MOH and Chief Nurse Whanau Awhina Plunket. She retired in 2022 and enjoys life in Ōtautahi with her husband Ian. They have five grandsons; grand parenting is their best job ever.

Dame Judy Kilpatrick, RN - A life in nursing education

Judy registered as a nurse in 1970 and held various clinical roles (primarily in A & E nursing) until joining staff of Auckland Institute of Technology ( now Auckland University of Technology) in 1982 becoming Head of School in 1991. In 1999 she confounded the School of Nursing at Auckland University becoming its first Head of School in 2002 until 2017. She remained as consultant/project manager until finally retiring in 2020. ��

She chaired the Nursing Council of New Zealand from 1996 to 2002 and was on the Ministerial Taskforce on Nurses 1998 which led to Nurse Prescribing and Advanced Nursing roles.

Internationally Judy has held leadership roles with the Boards of Universitas 21, the Australasian Council of Deans of Nursing and Midwifery and the International Association for Interprofessional Education and Collaborative Practice.

Hemaima Hughes of Whakatohea and Ngāpuhi descent; a mother of five, nanny of six mokopuna, a competent independent nurse consultant, experienced clinician, educator, curricular and programme developer, Maōri health and programme leader, governor, manager, ethicist, researcher, clinical and cultural supervisor and policy constructor celebrates 54 years in the profession. The genesis of her nursing journey as a new graduate registered nurse began as a missionary volunteer at Atoifi Hospital, Malaita, Solomon Islands in 1973 -1975.

As a committed nurse leader, past president Te Kaunihera o Ngā Neehi Māori o Aotearoa/National Council of Māori Nurses (NCMN) and currently an active member of the organisation, an experienced member of committees, councils and panels, Hemaima has always maintained her passion for nursing, succession planning, workforce development and continues to be a change agent working collaboratively, communicating effectively, sensitively and respectfully, creating empowering environments of holistic healing. Australasian Nursing and Midwifery Clinical Trials Network

The Outcome

Established in 2020, the Australasian Nursing and Midwifery Clinical Trials Network (ANMCTN) is helping to improve health care delivery and care experience by enabling the growth of nursing and midwifery-led clinical research.

Promoted by the Council of Deans of Nursing and Midwifery (Australia and New Zealand) (CDNM) , the ANMCTN brings together academic institutions to overcome the gaps and the challenges of obtaining Category 1 research funding ¹ for nurse or midwife-led clinical research.

Further to creating a space for nurse and midwife clinician researchers to engage and network, the ANMCTN supports research by endorsing clinical trial protocols for submissions deemed to benefit, inform and change care, practice and policy.

They have also developed an advocacy statement directed to the Commonwealth Government to obtain funding to further develop the network’s sustainability and workforce development opportunities.

Future projects include creating education programs to build research capacity, providing nursing and midwifery reference tools via an education platform and establishing an annual symposium to showcase ANMCTN-facilitated clinician research across Australasia.

The Demand

531,000 nurses and midwives in Australia and New Zealand make up approximately 60% of the healthcare workforce ² .

Of the 200 grants funded to clinical research networks between 2004 and 2014, only 9 were awarded to nursing and midwifery-specific research ³ .

Nursing and midwifery-led research have great potential to improve the health and well-being of individuals and communities as nurses and midwives are well positioned to lead high quality, scalable research ⁴ .

Being involved in a network when submitting a Grant, leads to a higher acceptance success rate ³ .

Development & Governance

The ANMCTN was established with the guidance of the Australian Clinical Trials Alliance (ACTA) , which was approached by a team of nursing and midwifery research experts from across Australia. This team included Professor Marion Eckert , Professor Claire Rickard , Distinguished Professor Patsy Yates and Emeritus Professor Gavin Leslie , who had identified the need for nursing and midwifery-led clinical research representation and funding.

This team then operationalised the ANMCTN through monthly meetings and via engagement with the CDNM, who facilitated the ANMCTN to build founding memberships from universities across Australasia.

The network is currently governed by an Executive Committee and a Strategic Advisory Committee.

CDNM National Apology at CATSINaM Conference

On 19 August 2022, Professor Karen Strickland, on behalf of the Council of Deans of Nursing and Midwifery (Australia and New Zealand) (CDNM) issued a National Apology at the Congress of Aboriginal and Torress Strait Islander Nurses and Midwives (CATSINaM) Conference.

This Apology acknowledged the harms made to the Aboriginal and Torres Strait Islander nurses, midwives, families and communities and aims to opens a way forward for the CDNM to build a better future for nursing and midwifery in partnership with CATSINaM.

Watch Recording: Opening of the National Placement Evaluation Centre (NPEC)

On August 25 2022, the Council of Deans of Nursing and Midwifery (Australia & New Zealand) was delighted to host the Opening of the National Placement Evaluation Centre (NPEC) webinar.

With record numbers of over 300 registrations and 160+ attendees, we thank everyone who joined us, as well as the webinar's Chair, Professor Fiona Stoker , and presenters Professor Simon Cooper , Professor Karen Strickland , Anthony Dombkins and Megan Fitzgerald for sharing their knowledge and expertise while introducing the Centre. We also thank Professor Marie Gerdtz for concluding the session by leading a lively Q&A panel discussion.

About NPEC

Australian nursing and midwifery students are required to attend clinical placements as part of a bachelor degree. Whilst educational experiences are generally exceptional, some students and educators report poor outcomes. In line with a recent review of nurse education (Schwartz 2019) , it is therefore essential that these placements are formally evaluated to benchmark outcomes and ensure quality improvements.

With these issues in mind, the National Placement Evaluation Centre (NPEC) has been commissioned by Health Education Services Australia (HESA) and funded by the Australian Nursing and Midwifery Accreditation Council (ANMAC) and the Council of Deans of Nursing and Midwifery (Australia and New Zealand) (CDNM) .

Centre staff will collate placement ratings from students and educators using a range of measures ensuring national benchmarking and quality improvement. The repository will be managed through an education management system that will enable individual institutions to upload their ratings and for NPEC staff to anonymise and collate outcomes for national reporting.

About the Presenters

Chair, Clinical Professor Fiona Stoker

Managing Director, HESA, RN, DipN(London) BBUS (Marketing and Human Resources),

Grad Cert Public Sector Management, MBA

Professor Fiona stoker is the Chief Executive Officer of the Australian Nursing and Midwifery Accreditation Council (ANMAC) and has held this position since November 2014. Fiona is also the Managing Director of HESA . Prior to this, Fiona was the Chief Nurse and Midwifery Officer for the Tasmanian Department of Health , a position she held for over 10 years. In this role, Fiona was a member of the ANMAC Board for a period of 3 1/2 years.

Fiona has a broad range of nursing experience in Australia and in the UK and has worked within the Acute Care and Community environments. Fiona has also undertaken work in associated health care environments in Tasmania, including Correctional Health and Youth Justice. Fiona has also been a member of a number of National Committees and Boards, including the Health Advisory Committee, Australian Health Ethics Committee , Health Workforce Australia and the Community Services and Health Industry Skills Council Boards. Fiona also holds a clinical title as Clinical Professor at the University of Tasmania.

Professor Simon Cooper. Director HITC

Professor Simon Cooper is a health professional who has worked in emergency care in the UK and Australia. He is an experienced senior manager, with a PhD in Leadership Studies and 40 years' work in the clinical and academic fields. He has led innovative education and research programs across the world in the field of advanced practice development, patient safety, emergency care, leadership, teamwork, education and clinical simulation. He is the inaugural Director of the National Placement Evaluation Centre (NPEC) and the Co-Director of the Health Innovation and Transformation Centre at Federation University.

Professor Karen Strickland

RN, PhD, MSc, PGCert, BSC, FHEA, FEANS, MACN

Professor Karen Strickland is the elected Chair of the Council of Deans of Nursing and Midwifery (ANZ) (CDNM) . She is Executive Dean of the School of Nursing and Midwifery at Edith Cowan University , Perth Western Australia. Karen is an experienced academic nurse leader with significant clinical, academic and research experience across the health, higher education, and social service sectors in the UK and Australia.

Karen has held a number of board-level appointments and is recognized as an expert in the field of cancer, palliative and aged care through various appointments including as an invited member of the Professional Advisory Council of the Cancer Nurses Society of Australia and a Visiting Professor appointment with Auckland University of Technology . Karen’s expertise as an education leader is internationally recognized through various roles including international education consultancy for both program and institutional level accreditations. She is also an accreditation consultant for the Australian Nursing and Midwifery Accreditation Council.

ACT Chief Nursing and Midwifery Officer Anthony Dombkins

Anthony Dombkins until appointed the ACT Health Chief Nursing and Midwifery Officer in January 2020 was the Director of Nursing and Midwifery, Northern Sydney Local Health District . Anthony Dombkins graduated as a Registered Nurse in 1987 and holds postgraduate clinical certificates in Renal and Transplantation Nursing and Intensive Care Nursing, as well as a Masters, Health Management (UNE). Anthony Dombkins has held a variety of senior health management positions within the public and private health sectors across NSW. In June 2014, Anthony Dombkins was appointed an Adjunct Professor – Nursing at the University of Sydney and the Australian Catholic University . Anthony Dombkins was a member of the Clinical Excellence Commission Advisory Board and a Board Director for Stewart House .

Ms Megan Fitzgerald

Megan has 10+ years' experience working within Aged Care as a senior Personal Care Attendant and involved with students, staff training and workplace quality improvement. Megan is currently studying full time Bachelor of Nursing at Federation University and has a passion for research and quality improvement. Megan became involved in the National Placement Evaluation Centre in 2021 as a nursing student representative continuing throughout her degree.

March 2022 CDNM Symposium

On Tuesday 29 – Wednesday 30 March 2022, the Council of Deans of Nursing and Midwifery was delighted to host our inaugural symposium on “Future-proofing the profession: A think tank for nursing and midwifery.”

Held on the beautiful Sunshine Coast, the symposium was a wonderful opportunity for Nursing and Midwifery professionals to reconnect in person. Presentations explored the themes: 1. The Nurse of the Future, 2. Models of Education, 3. Enabling Professionalism and 4. Transitions in Learning. During the two days, special sessions were also held, such as the World Café (facilitated group discussions), a Pecha Kucha Session, an AI workshop with SimConverse and the announcement of the launch of the National Placement Evaluation Centre (NPEC) .
